GVF’s Advocacy Committee works with local, state, and federal lawmakers to find creative solutions to provide adequate funding for TDM programs, transportation infrastructure, including mass transit, trail connections, and roads/bridges/highways.
GVF's Advocacy Committee works to advance the following legislative priorities:
• Develop dedicated funding for Transportation Demand Management (TDM) programs.
• Amend the Pennsylvania Municipal Planning Code to include the TDM definition and to impose mandatory TDM ordinance requirements.
• Amend the Pennsylvania vehicle code to allow protected bike lanes on state roads.
• Advocate for dedicated local funding investments towards TDM projects, including but not limited to public transit, trails, etc.
• Collaborate with relevant organizations on grassroots advocacy efforts to advance multimodal transportation funding.
Committee Chair: Casey Moore, Executive Vice President, Bowman Consulting

"Advocacy is important to me because it’s where engineering becomes impact, which is where the best technical solutions earn the support of policymakers to achieve the long-term funding needed to advance the needs of our transportation infrastructure. Without champions, even the best plans stay on paper. Through many years of transportation advocacy as a board member for GVF, as well as an ACEC/PA board member and a member of the Keystone Transportation Funding Coalition, I’ve learned that projects don’t move forward on merit alone; they move forward when practitioners show up consistently, tell the story clearly, and help decision-makers understand the tradeoffs and benefits. Through GVF, we convene public and private partners and advocate for transportation options that improve safety, equity, economic opportunity and quality of life. I’m proud to serve as the new chair of GVF’s Advocacy Committee and support GVF’s mission to inspire mobility choices for all. Along with our partner organizations also advocating for multimodal transportation funding solutions for Pennsylvania, together we are able to speak with a stronger, unified voice for the infrastructure investment our communities and economy depend on." -Casey Moore
